The Senate resumed the consideration of the army bill. , Mr. Beck said the Democrats were de termined on their first access to power to repeal all Iaw3 passed in time of war un suitable to the time of peace, and forming dangerous precedents which would become the fundamental principles of our system of government if left alone. He quoted freely from historical authorities to show thepernicious results of military interfer ence with civil functions, and to refute the assertion of Mr. Hoar that money had not been withheld by the Commons to force the King's consent to legislation. He said rather than baye the army used as it had been, and as it might be again, he would favor its. abolition, and establish a mihtia s Mr. Dawes followed in opposition to the pend'mg measure. During his speech he yielded to Mr. l Butler, of South Carolina, who stated that bis colleague, Wade Hampton, was pres ent, and ready to take his seat. Mr. Hampton on crutches, was led for ward by Mr. Butler, and sworn ia by the President pro tem., Mr. Thurman, taking the modified oath. ' ; IIousB. Under the call of committees this morning, Mr. Stephens, of Georgia, chairman of the committee on coinage, weigh is and measures, reported a. bill for the interchange of subsidiary coin for legal tender money in sums, of ten dollars and multiples thereof, and malting such coiD legal tender in all sums not exceeding twenty dollars. The, report of the, com mittee states that tho bill is based tfrion pe titions referred to the committee. Mr. " Conger, of Michigan, raised the point of order that no bill on the subject had been referred to the committee, and that therefore the committee had no right to make a report. The House, In committee of the whole, resumed the consideration of the legislative appropriation bill. After discussion, the amendment to repeal, after March, 1880, theacts creating the Southern Claims Commission, and to transfer to the Court of Claims all cases then, pending before the commission, was rejected. The commit tee disposed of all tne bill except the por tions specially reserved for general discus sion, being the provisions in respect to the mode of selecting grand ani petit jurors, repealing the jurors' test oath, and also in respect to Supervisors of elections and Deputy Marshals. The debate commenced. Mr. Lewis of Alabama made a legal argument against the election laws, and denied that the "South was solid" for any illegal or un constitutional purpose, or out of antagon ism to the North. Sam. Ford of Alabama also argued up on the necessity and justice of repealing the iurora' test oath, and modifying the Supei visors of elections. G'oiigrrcskiogal Committee. Washington, D. C. April 16, 1879. The Suuate committee on privileges and elections to-day commenced the hearing of argument in the Spofford-Kellogg case, upon-the question whether or not the acr Hon of the Senate hitherto has made the controversy res adjudicate. ExCongress- mtn Shellabarger began the argument in tne maintenance of this proposition, and will be further heard to-morrow. l(edinition of Bond. Wash isotom, April 16. The Secretary of the Treasury, in a circular issued to day, offers at one-half of one per cent, above par, and accrued interest to ,jdate of subscription, $150,000,000 of the four per cent, funded loan of ' the United States the proceeds to be applied to the! redemp tion of the United States ten-forty bonds. I a addition to this amount $44,566,300 of these bonds b&ng the residue of the sum needed to redeem the ten-forty bonds will be reserved for the conversion of ten dol lar refunding certificates. Fatal snooting Affitlr. Baltimoek, Apnl 16. A shooting af fray occurred this morning, resulting in the death of one of the combatants and mortally wounding of the o.her. Last fall, a shooting occurred between Den wood B. Hinds and a young man named James, because of the alleged seduction 'of Miss Lizzie James, a sister of James, by UiBds.' The lady died scm6 time since. "This; morning, Mr. James, 'the father, met Hinds on Calnoun streetj wheq both drew pistols and commenced firing. Several shots were exchanged, resulting in the death of James and mortal wounding of Hinds. Columbia, S. C, April 16.
